The National Space Grant College and Fellowship Program was authorized by Congress in 1988 to help maintain, through the nation's universities, the capabilities of the United States in aerospace science and technology. Established in 1991, the NCSGC is a cooperative effort between North Carolina member Universities . The primary goals of the consortium are to develop undergraduate and graduate curricula in space science and engineering, to sponsor both graduate and undergraduate research, to recruit minorities, women and the physically challenged into the space engineering field, and to develop an outreach program to interest students at the pre-college level in space studies
